Jörg Hagen

Jörg Hagen, Lead Physician of UGRS, has supported more than 10,000 patients through surgical penile enlargement together with his personal team over the roughly 30 years of his UGRS membership (as of 2025). In addition, he has advised well over 10,000 patients on a wide range of urological and plastic-surgical questions and has developed individual treatment concepts for more than 3,000 patients with complex urological conditions.

He is currently the longest-serving German UGRS member and brings extensive experience and outstanding abilities. Patients value his precise diagnostics and the trust he inspires in their care – owing to his pronounced diagnostic skills, patients sometimes refer to him as the "German Dr. House."

His medical and personal aim is to provide every patient with optimal advice and care. The patient and their wishes are at the center: it is the physician's task to advise conscientiously, to inform, to competently present the various treatment options, and to determine together with the patient the optimal approach for their individual case.

Jörg Hagen is responsible for UGRS quality management and oversees it with great care. Dr. Jörn Siana, the former Chief Physician and founding father of UGRS, already had clear expectations regarding the quality of the services provided and, early on, granted him the authority to withdraw membership, if necessary, even from senior UGRS members who do not adhere to UGRS ethics and quality standards. This oversight and control authority applies to procedures performed at UGRS; where UGRS members also operate their own private practices, quality control can naturally only extend to the UGRS procedure itself.

All treatments are based on current scientific findings and his own many years of experience spanning more than 30 years of practical medical work. Treatment takes place in a professional environment with absolute confidentiality; patient welfare is at the center throughout – supported by the possibility of optimal treatment within the framework of European freedom of choice.

Patients from Germany and abroad, including public figures, place their trust in his expertise. Jörg Hagen places great importance on individual consultation and safety in order to sustainably improve his patients' quality of life.

Under his leadership, the UGRS team continuously conducts anonymous patient surveys to review treatment quality. The results consistently show very high patient satisfaction. This focus on transparent quality assurance and current scientific standards underscores his commitment to patient welfare.

Jörg Hagen offers patients comprehensive consultation and examination as well as qualified second opinions on urological and plastic-surgical questions.

As a private expert witness, he also supports patients free of charge in the legal enforcement of cost coverage by statutory and private health insurers; for patients without legal expense insurance, he covers the full costs of any legal disputes involved. Through his expertise in European law, he has repeatedly succeeded in enforcing cost reimbursement against private health insurers who had initially refused coverage entirely.

Since 2009, Jörg Hagen has also worked as an expert on the German Medical Fee Schedule (GOÄ), on cross-border medical treatment within the EU single market, and on medical competition law and professional codes of conduct for physicians.

As a committed advocate of the European idea, Jörg Hagen campaigns for the freedom to provide services within the German medical sector as well as for the rights of patients undergoing cross-border treatment.

For example, he has successfully taken a stand against various restrictions on the freedom to provide services in the German medical sector – including the right of European service providers to head a specialist department at a German private hospital without having to relocate their primary residence to Germany.

Jörg Hagen deliberately maintains no personal profiles on social media and is not listed on physician rating platforms, so that he can devote himself fully to the well-being of his patients.
